Oman’s AI healthcare milestones highlight digital transformation and public-private partnerships under Vision 2040.

The Sultanate of Oman has secured third place worldwide in the large-scale deployment of artificial intelligence (AI) in healthcare, marking a significant milestone in the nation’s digital transformation efforts.

This achievement comes as the Ministry of Transport, Communications and Information Technology (MTCIT) rolls out a series of national AI initiatives designed to accelerate the adoption of smart technologies across government sectors.

Under the umbrella of Oman’s National Program for Artificial Intelligence and Advanced Technologies, collaborative pilot projects have been launched involving public agencies and private partners to integrate AI in critical sectors, including healthcare, cybersecurity, education, open data, procurement and the judiciary. The initiatives reflect a strategic push to embed AI innovation in public services while fostering investment and technological development.

Among the flagship programs is the “AI Studio”, the country’s first national AI hub situated in Innovation Park Muscat. Operating on an open, collaborative model, the AI Studio connects public and private entities with AI experts to tackle pressing operational challenges, support startups, and host research and development activities.

A cornerstone of the new AI ecosystem is “Muain AI”, Oman’s first advanced national language model. Built on locally sourced data, Muain AI aims to support Arabic language computing, enhance digital sovereignty, and assist government staff with tasks such as analysis, summarization and content creation — all while ensuring data security within national borders.

AI in Healthcare: Leading With Innovation

In the healthcare sector, Oman stands out for its nationwide rollout of an AI-driven early detection program for diabetic retinopathy — a complication of diabetes that can lead to vision loss if untreated. Developed in partnership with Bahwan Healthcare and Muscat Pharmacy, this project has significantly reduced waiting times, improved diagnostic accuracy, enhanced patient satisfaction, and expanded access to vital eye-care services.

With this achievement, Oman has become only the third country globally to deploy such an AI program across its health system, with plans to potentially export the technology internationally.

Additionally, an AI-powered Radiology platform has been implemented at Khoula Hospital in collaboration with Civilisation. This platform supports radiologists and orthopedic specialists by analyzing spinal MRI scans and generating preliminary reports, helping automate aspects of imaging interpretation and strengthen clinical decision-making.

Broader AI Projects and Government Transformation

Beyond healthcare, AI is being used to improve government functions:

  • Intelligent chatbots for instant cybersecurity support developed with GBM reduce manual efforts and accelerate user assistance.

  • The A2M Platform (BIMANIC), in partnership with the National University of Science and Technology, uses predictive analytics to aid educational planning.

  • Afaq System and AI-based tender evaluation tools automate and accelerate procurement processes, enhancing transparency and objectivity.

  • An AI initiative with the Public Prosecution has achieved over 90% accuracy in analyzing legal documents and drafting case-related outputs, showcasing how AI can boost judicial efficiency.

These diverse projects highlight Oman’s commitment to leveraging AI as a strategic tool to improve public services, strengthen partnerships with the private sector, and position the nation as a regional innovation hub — all aligned with long-term goals under Oman Vision 2040
