New Individuals Named in Oman’s Terrorist Watchlist
Oman’s Ministry of Justice and Legal Affairs has officially added 15 individuals to the country’s domestic terrorist list, according to a new circular released on April 28, 2025.
The update comes as part of Targeted Financial Sanctions Committee Decision No. 1/2025. The Ministry urged all relevant entities to act immediately in line with the decision and comply with procedures that support the implementation of UN Security Council resolutions under Chapter VII of the UN Charter. These resolutions are designed to combat terrorism, block its funding sources, and prevent the spread of weapons of mass destruction.

In its announcement, the Ministry stressed the importance of reviewing Decision No. 1/2025 and taking prompt action regarding the individuals listed. This is in accordance with National Counter-Terrorism Committee Decision No. 22/2023.

- Mumin Dheere
- Macalin Burhan
- Ali Ahmed Hussein
- Maxamed Cali
- Ahmed Kabadhe
- Siyaat Ayuto
- Hassan Yariisow Aadan
- Mohamed Abdullah Hirey
- Cabdi Roobow
- Sheikh Aadan Abuukar Malayle
- Aadan Jiss
- Cumar Guhaad
The Ministry reiterated that full cooperation is key to protecting national security and fulfilling Oman’s global commitments in the fight against terrorism.
