The Sultanate of Oman has officially introduced a new cultural visa, expanding its portfolio of entry permits to support cultural exchange, academic collaboration, and creative initiatives across the country.

According to the announcement, the cultural visa is designed for foreigners visiting Oman specifically for cultural, artistic, academic, or heritage-related purposes. It is issued upon the request and full responsibility of a recognised hosting entity—such as the Ministry of Culture, Sports, and Youth, accredited academic institutions, or officially registered cultural centres.

Who Can Obtain the Cultural Visa?

The new visa category accommodates a wide range of cultural engagements, including:

  • Temporary residence for cultural exchange or artistic training
  • Academic or research collaboration in culture, arts, or heritage
  • Participation in literary festivals, conferences, or intellectual forums
  • Attendance or organisation of cultural exhibitions and artistic events

Oman has also added a special clause allowing a “cultural joining visa,” enabling the spouse or first-degree relatives of the visa holder to accompany them for cultural purposes.

Visa Duration and Fees

Applicants can choose from multiple visa durations:

  • 1-year visa – OMR 50
  • 5-year visa – OMR 50 per year
  • 10-year visa – OMR 50 per year

The visa must be used within three months of issuance or it becomes invalid.

Purpose Behind the New Cultural Visa

Authorities say the visa aims to streamline cultural mobility and deepen global cultural ties. Key objectives include:

  • Facilitating the entry of experts, researchers, and creators
  • Enhancing knowledge transfer and cultural exchange
  • Strengthening regulations governing foreigners participating in cultural activities
  • Supporting cultural tourism as a growing pillar of Oman’s national economy
  • Encouraging global participation in local cultural and artistic events
  • Aligning with Oman’s Cultural Strategy 2040, which promotes an open knowledge society

The new framework also gives Omani institutions an easier pathway to host international talents, helping position the Sultanate as a regional hub for cultural collaboration.

Authorities note that extensions for this visa do not apply to other visa categories listed under Oman’s Executive Regulations of Foreigners.

Oman’s introduction of the cultural visa reflects a broader push to amplify its cultural footprint while inviting global creatives, scholars, and innovators to contribute to the nation’s growing cultural landscape.
