The rules of the sea have yet to be suspended in the waters of the Strait of Hormuz, and that was just as well, given that the Europeans and Gulf states recently agreed on one thing: the rules of the sea are still in effect. Commercial ships pass through and are protected by international law, so no country can especially demand permits and impose tolls or obstruct peaceful trade.
