Oman Clarifies Rules Around VPNs, TikTok, and WhatsApp Calls

Oman is tightening its regulations around VPN use and certain apps like WhatsApp calls and TikTok, according to the country’s Telecom Regulatory Authority (TRA).

During its annual media briefing on April 23, the TRA explained that companies offering services such as encrypted messaging, VoIP calls, or video-sharing platforms can now operate more clearly under Omani law, either by working directly with telecom providers or through partnerships with them.

So, does this mean these apps are banned in Oman? Not exactly.

The TRA clarified that it does not directly block platforms like TikTok or WhatsApp. Instead, it regulates how their services are delivered. Licensing and local collaboration are the key focus areas. The aim is to make sure these services support local economic goals while still meeting user demand.

In TikTok’s case, the app is not officially banned in Oman. Some users have reported issues, but officials say these are likely due to technical reasons, not restrictions. In fact, more and more users have started accessing TikTok without needing a VPN.

When it comes to VPNs in general, the TRA didn't announce a blanket ban but reminded users and companies that usage should align with national regulations. The goal is to ensure fair and legal access that doesn't bypass licensing systems or national controls.

The TRA also highlighted that Oman’s laws are developed after taking input from both international service providers and the local community. “Every regulation is made with economic balance and community benefit in mind,” the TRA official stated.
