Oman: Only Licensed Firms Can Deliver E-Commerce Products

Courier companies, licensed by the Telecom Regulatory Authority (TRA), are the only companies allowed to deliver purchases made by international e-commerce companies. 

This regulation is being introduced to serve citizens and expats who have experienced various issues when receiving their packages from international e-commerce websites such as late delivery.

Oman's Ministry of Commerce, Industry, and Investment Promotion (MoCIIP) recently implemented regulations for e-commerce under Ministerial Decision No 499/2023.

The new regulations will help reduce online scams related to e-commerce and help Oman align with countries which are more advanced in regulating e-commerce.

Regulations for Working with E-Commerce in Oman

Individuals with no commercial record and who want to obtain a license for e-commerce in Oman must be Omani and must be 18 years old or above. 

If companies want to obtain this license, they must be registered with the commercial register. 

Non-Omanis can work in e-commerce under the provisions of the Foreign Capital Investment Law. 

Individuals or companies can obtain an e-commerce license through the Oman Business Platform.
